• Secretary of State must remove current owner registration and license plate records associated with a vehicle's serial number before issuing new certificates of title, junk certificates, or salvage certificates

• Allows electronic submission of junk vehicle notifications in addition to mail, and clarifies that automotive parts recyclers and scrap processors must submit notifications within 15 days of acquiring ownership documents

• Reduces the model year threshold for essential parts record-keeping from 6 years to 3 years of age, and removes certain signature and price documentation requirements from licensee records

• Changes uniform invoice requirements for essential parts by removing signature requirements and simplifying the information required on invoices

• Requires licensees to promptly notify law enforcement when vehicle identification numbers are altered, falsified, or missing, rather than refusing to acquire parts; applies similar notification requirements to detection of defaced or tampered identification numbers on essential parts
