Expands the Junk Vehicle Notification requirement to include automotive parts recyclers in addition to scrap processors licensed under Section 5-301 of the Illinois Vehicle Code

Requires scrap processors and automotive parts recyclers who acquire a Certificate of Title, Salvage Certificate, Certificate of Purchase, or similar out-of-state ownership document to submit it to the Secretary of State within 15 days along with a Junk Vehicle Notification

Exempts scrap processors and automotive parts recyclers from applying for or obtaining a junking certificate when they acquire ownership documents under Section 5-401.3

Prohibits the Secretary of State from issuing a new Certificate of Title or Salvage Certificate for any vehicle listed on a Junk Vehicle Notification
