Increases the width limit for all-terrain vehicles from 50 inches to 74 inches in the Illinois Vehicle Code definition.

Increases the manufacturer's dry weight limit for all-terrain vehicles from 1,500 pounds to 3,000 pounds.

Allows operation of all-terrain vehicles and recreational off-highway vehicles on roadways with speed limits up to 55 miles per hour (instead of 35 miles per hour) if the roadway is not a State highway, federal highway, or within an incorporated area.

Takes effect immediately upon becoming law.
