• Amends the Election Code to modify requirements for political committees randomly selected to conduct audits by requiring they meet specific financial thresholds.

• A randomly selected committee must have filed at least one quarterly report during the audit period and meet one of three conditions: $10,000 or more fund balance, $10,000 or more average closing fund balance on quarterly reports, or $4,000 or more average total receipts on quarterly reports.

• Political committees owing unpaid fines at the time of random selection must conduct an audit regardless of financial thresholds.

• Maintains existing Board authority to order audits for cause, including balance discrepancies, failure to account for investments or loans, and willful patterns of inaccurate reporting.

• Retains the random selection process of no more than 3% of registered political committees annually and the 5-year minimum period before another random audit.
