IL HB2540

Increases the Rental Housing Support Program State surcharge collected by county recorders from $9 to $18 per real estate-related document recorded.

Updates minimum aggregate fees for document recording in counties using predictable fee schedules, raising them from $21 to $30 for most document classes (deeds, leases, mortgages, easements) in all counties.

In third-class counties, raises minimum aggregate fees from $29 to $38 for the same document classes under predictable fee schedules.

Requires the full $18 surcharge per document to be submitted monthly to the Department of Revenue for deposit into the Rental Housing Support Program Fund, which is used to fund and administer the Rental Housing Support Program.

Applies these changes to 55 ILCS 5/3-5018, 3-5018.1, 4-12002, and 4-12002.1, making conforming amendments to county recorder fee schedules statewide.
