Amends Illinois Vehicle Code Section 3-804.01 to modify the seasonal driving restrictions for expanded-use antique vehicles that are more than 25 years old.

Changes the restricted driving period from January 1 through March 31 and November 1 through December 31 to January 1 through the last day of February and December 1 through December 31.

Changes the unrestricted driving period from April 1 through October 31 to March 1 through November 30, allowing expanded-use antique vehicles more months of unrestricted highway use.

Maintains the $45 annual registration and renewal fee for expanded-use antique vehicles and $23 annual fee for motorcycle expanded-use antique vehicles.

Permits owners of expanded-use antique vehicles to display historical license plates from the vehicle's model year while carrying valid current Illinois expanded-use antique vehicle plates and registration card within the vehicle.
