Extends the "single prime" procurement method for Capital Development Board building construction projects from January 1, 2022 to January 1, 2024

Extends the operative period for design-bid-build construction provisions from December 31, 2021 to December 31, 2023

Single prime allows the Capital Development Board to procure multiple subdivisions of work (plumbing, heating/HVAC, ventilating, electric wiring, and general contract work) under a single contract for projects over $250,000

Limits single prime procurement to no more than 50% of total projects bid per fiscal year for construction projects valued at $5,000,000 or less

Requires successful single prime bidders to identify subcontractors and bid costs for each of the 5 work subdivisions, with subcontractor termination requiring Capital Development Board written consent
