Amends the Public Safety Employee Benefits Act to expand the definition of "firefighter" to include licensed emergency medical technicians (EMTs), paramedics, EMT-intermediates (EMT-I), and advanced emergency medical technicians (A-EMT) employed by units of local government or as sworn members of public fire departments.

Limits "health insurance plan" under the Act to options codified in an employee's collective bargaining agreement.

Requires negotiation with authorized representatives and subjects health insurance plan options to the grievance process when a collective bargaining agreement does not specify available plans.
