Extends the deadline for eligible employment in teacher shortage areas from June 30, 2021 to June 30, 2024 for retired teachers to return to teaching without losing retirement benefits.

Requires school districts to post vacancies on their website and list them in an online job portal or database in addition to existing advertising requirements through college placement offices and the Illinois Education Job Bank.

Exempts school districts from the 90-day advertising requirement for 90 school days when replacing a teacher who became unable to continue employment due to documented illness, injury, or disability occurring after hiring.

Maintains that retired teachers returning under this program remain retirement annuitants for pension purposes, do not earn additional service credit, and do not receive employer or employee pension contributions.

Requires school districts to first offer vacant positions to recently dismissed teachers who are legally qualified in the subject shortage area before hiring retired teachers under this program.
