IL HB2571

Creates civil immunity for individuals, businesses, and units of local government from lawsuits claiming COVID-19 exposure injuries if their actions complied with federal or state regulations, presidential or gubernatorial executive orders, or applicable guidance at the time of exposure.

Defines "guidance" as written COVID-19 guidelines from the Centers for Disease Control and Prevention, Occupational Safety and Health Administration, Illinois Department of Public Health, Department of Commerce and Economic Opportunity, or other state agencies.

Allows defendants to satisfy immunity requirements by complying with any applicable guidance when multiple sources of guidance apply to the same conduct or risk.

Excludes from immunity protection willful misconduct, reckless infliction of harm, and intentional infliction of harm.

Does not affect rights and remedies available under the Workers' Compensation Act and takes effect immediately upon becoming law.
