Authorizes the Department to establish a pilot program by rule to permit testing of safety equipment not otherwise prohibited by State or federal law.

Exempts safety devices identified by the Department from vehicle width restrictions, allowing them to project beyond standard limits without violating width regulations.

Removes reference to "other safety devices identified by the Department" from the mirror projection allowance in Section 12-502, limiting the 6-inch and 14-inch projections to mirrors specifically.

Adds new subsection (h) to Section 15-102 clarifying that safety devices identified by the Department in accordance with Section 12-812 shall not be deemed violations of vehicle width restrictions.
