Requires the Department of Human Services to certify all persons providing services as certified peer recovery specialists in Illinois.

Applicants must be at least 18 years old and possess a high school diploma or equivalency certificate.

Applicants must have a current or past mental illness, substance use, or co-occurring disorder and self-identify as being in recovery from one of these conditions.

Applicants must demonstrate self-directed recovery for a minimum of 24 consecutive months and complete any specialized training or education required by the Department.

Authorizes the Department to adopt rules necessary to implement the certification requirements.
