• Allows South Holland School District 151 to withdraw from Thornton Township authority by board resolution and appoint its own school treasurer, with all assets, records, and property titles transferring to the school board.

• Allows Lyons Township High School District 204 to withdraw from township authority following final judgment in related litigation (case N. 13 CH 23386), with withdrawal effective no earlier than July 1, 2019, and allows 90 days to liquidate pooled investments.

• Permits township treasurer and trustee of schools offices in Class II county school units to be abolished if all elementary and unit school districts in that township vote to submit the proposition to voters and a majority approves it in each district.

• Requires school boards to appoint their own treasurers and assume proportionate shares of former township treasurer compensation and unfunded pension liabilities upon office abolition, calculated by pupil average daily attendance.

• Effective date is July 1, 2021.
