IL HB2600

Establishes a 3-judge panel review process for vote-by-mail ballot signature verification, with no more than 2 judges from the same political party, to be completed within 2 days of receipt.

Requires all 3 judges to unanimously agree to reject a ballot, with specific rejection reasons limited to: signature mismatch, opened envelope delivery, duplicate voting, in-person voting on election day, or unregistered voter status.

Mandates election authorities notify voters of ballot rejection within 2 days (or 1 day if rejection occurs after election day) via mail or email, before the provisional ballot counting period closes.

Allows voters rejected due to signature issues to submit a confirmatory statement to have their ballot counted before the provisional ballot period closes.

Permits voters whose ballots were rejected due to opened envelope delivery to vote in person or request a replacement vote-by-mail ballot, provided they apply and vote before polls close on election day.
