Creates the Seat of Government Commission Act to establish a commission serving as a line of communication between State and local officials in Springfield regarding property leases, ownership, and related issues.

Commission consists of 15 members: 4 appointed by legislative leaders (Speaker, Minority Leader of House, President and Minority Leader of Senate), 6 appointed by statewide elected officials (Governor, Lieutenant Governor, Attorney General, Secretary of State, Comptroller, Treasurer), plus Executive Director of Capital Development Board, Director of Central Management Services, Architect of the Capitol, Mayor of Springfield, Sangamon County Board Chairman, and 3 public members from Sangamon County.

Public members serve 4-year terms and are eligible for reappointment; one public member serves as chairperson; all members serve without compensation but may receive expense reimbursement.

Commission shall meet at least quarterly in Springfield and must develop policies providing the public reasonable opportunity to appear before the Commission and comment on matters under its jurisdiction.

Office of the Governor provides administrative and other support to the Commission.
