Amends the Time Standardization Act (5 ILCS 440/1) to exempt Illinois from federal daylight saving time requirements under the Uniform Time Act of 1966.

Removes the existing provisions that advanced clocks one hour on the second Sunday in March and retarded clocks one hour on the first Sunday in November.

Establishes that Illinois shall remain on standard central time year-round, rather than observing daylight saving time.

Applies the time standard to all state and local government offices, agencies, schools, and institutions, as well as all contracts and legal actions performed within the state.

Retains existing language specifying that state time standards apply to all laws, statutes, and regulations regarding performance of duties and accrual of rights within Illinois.
