Amends cottage food operation regulations to require compliance with specified requirements rather than allowing optional regulation; expands allowed food types including low-acid canned foods and fermented or acidified foods with testing protocols.

Requires cottage food products be sold directly to consumers for own consumption only (not for resale) through farmers markets, fairs, festivals, online sales, or direct pickup; prohibits out-of-state shipment.

Mandates local health department registration and issuance of certificates of registration (valid one year) with reasonable fees not exceeding $25; allows inspections upon consumer complaints or foodborne illness outbreaks.

Requires food packaging labels include operator name, registration number, product name, ingredients, prominent warning about home kitchen production and allergen processing, processing date, and federal allergen labeling.

Exempts non-potentially hazardous baked goods produced by religious, charitable, or nonprofit organizations for fundraising; preempts home rule authority and repeals provisions regarding home kitchen operations.
