HB2636 Summary

• Establishes the Commission on Fiscal Responsibility and Reform with 18 voting members from the private sector appointed by legislative leaders (3 each from House Speaker, House Minority Leader, Senate President, Senate Minority Leader) and the Governor (6 members, no more than 4 from same party).

• Commission shall conduct in-depth review of executive branch state agencies and provide recommendations on efficiency improvements, cost reduction, managerial accountability, and governmental expenditures and personnel management.

• Commission must submit report to Governor and General Assembly by October 1, 2022, filed electronically with legislative clerks.

• Creates Commission on Fiscal Responsibility and Reform Fund to receive gifts, grants, and donations; Commission shall operate as a 501(c)(4) tax-exempt organization under federal Internal Revenue Code to enable tax-advantaged private sector funding.

• Entire Act repeals on October 1, 2023; members serve without compensation; effective immediately upon becoming law.
