• Establishes a Returning Residents Clean Jobs Training Program within the Department of Commerce and Economic Opportunity to provide rehabilitation training in clean energy jobs for incarcerated individuals preparing for release from prison.

• Creates the Illinois Clean Energy Jobs and Justice Fund to provide financial products and access to capital for Illinois residents and businesses investing in clean energy, with initial capitalization of $100 million from the Energy Community Reinvestment Fund.

• Establishes an Energy Community Reinvestment Fund financed by quarterly fees on fossil fuel generating plants based on their greenhouse gas emissions, with annual minimum revenues of $200 million (2021-2025) declining to $100 million annually (2026 onward).

• Requires Illinois Commerce Commission to establish an Equitable Energy Upgrade Program allowing utilities to finance renewable energy and efficiency projects for customers using on-bill payment models, with capital requirements of at least $20 million in Year 1, $40 million in Year 2, and customer-driven expansion in Year 3.
