Amends Section 356q of the Illinois Insurance Code to require insurers offering group accident and health policies to provide coverage for reasonable and necessary medical treatment of temporomandibular joint (TMJ) disorder and craniomandibular disorder, effective on the date this amendatory act of the 102nd General Assembly becomes effective.

Removes previous requirements that TMJ/craniomandibular disorder coverage be offered as optional coverage for an additional premium, subject to insurability standards, with minimum lifetime benefits of $2,500, and deductibles/co-payments restrictions.

Updates the State Employees Group Insurance Act of 1971 Section 6.11 to include Section 356q in the list of required health benefits coverage that must be provided to state employees.

Updates the Illinois Public Aid Code Section 5-16.8 to include Section 356q coverage requirements in the medical assistance program's required health benefits.

Conditions any rulemaking authority under Public Act 95-1045 on compliance with the Illinois Administrative Procedure Act and Joint Committee on Administrative Rules procedures.
