• Expands revolving door prohibition in Section 5-45 to include persons involved in "fiscal administration" of State contracts, not just those who award contracts.

• Extends one-year employment restriction to former officers, members, and State employees (and their spouses/immediate family) who worked on contracts worth $25,000 or more.

• Modifies language in subsection (h) regarding top-level State positions (chiefs of staff, deputy governors, etc.) to include "any other position that holds an equivalent level of managerial oversight."

• Requires State agencies to adopt policies identifying positions with authority to participate in contract awards, fiscal administration, and regulatory/licensing decisions, with notification requirements for affected employees.

• Takes effect immediately upon becoming law.
