Amends the State Officials and Employees Ethics Act to add confidentiality protections for Executive Inspector General investigatory files and reports, except for monthly reports required under Section 20-85.

Declares that all Executive Inspector General investigatory files and reports are exempt from Freedom of Information Act disclosure and shall not be divulged except to law enforcement, the ultimate jurisdictional authority, the Executive Ethics Commission, other Inspectors General, or the head of a State agency affected by or involved in the investigation.

Maintains existing exemptions for documents generated by ethics officers and for allegations, pleadings, and documents submitted to the Executive Inspector General or brought before the Executive Ethics Commission, unless a violation is found.

Provides that when the Executive Ethics Commission finds a violation, the entire record of proceedings, decision, recommendation, and agency response become subject to Freedom of Information Act disclosure, though information otherwise exempt must be redacted.

Takes effect immediately upon becoming law.
