Appropriates $117,302,100 total for the Illinois Department of Agriculture for fiscal year beginning July 1, 2021: $17,820,400 from General Funds, $85,573,200 from Other State Funds, and $13,908,500 from Federal Funds

Allocates $7,851,000 from the Cannabis Regulation Fund for costs associated with the Cannabis Regulation and Tax Act, plus $2,610,200 for the Compassionate Use of Medical Cannabis Pilot Program and $500,000 for Industrial Hemp Act enforcement

Provides $7,500,000 for Soil and Water Conservation Districts: $3,000,000 for landowner cost sharing, streambank stabilization, nutrient loss protection, and sustainable agriculture grants, plus $4,500,000 for administrative expenses

Funds Illinois State Fair operations at $7,073,600 from the Illinois State Fair Fund, including $6,400,000 for fair operations and entertainment, plus $3,589,500 from the Tourism Promotion Fund for Springfield and Du Quoin State Fairs

Appropriates $7,700,000 from the Pesticide Control Fund for administration and enforcement of the Pesticide Act of 1979, and $4,779,300 from the Agricultural Premium Fund for county fairs, 4-H club premiums, and county fairground rehabilitation
