Appropriates $385,377,800 from the Title III Social Security and Employment Fund to the Department of Employment Security for operational expenses, awards, grants, and permanent improvements for fiscal year ending June 30, 2022, including prior year costs.

Allocates $35,400,000 for workforce development programs including $29,500,000 for Benefit Information System Redefinition, $3,700,000 for Employment Security Automation, $2,000,000 for Workforce Innovation and Opportunity Act Hub, and $200,000 for training program development.

Provides $2,100,000 from the Unemployment Compensation Special Administration Fund for legal assistance and interest on refunds of erroneously paid contributions.

Appropriates $26,734,300 in unemployment compensation benefits to former state employees, funded from Road Fund ($4,000,000), Title III Social Security and Employment Fund ($1,734,300), and General Revenue Fund ($21,000,000).

Allocates $200,000 from the General Revenue Fund for implementation of Automatic Voter Registration and sets the effective date as July 1, 2021.
