Appropriates $1,552,310,800 total funding to the Illinois Department of Children and Family Services for fiscal year beginning July 1, 2021, comprised of $1,142,075,000 in General Funds, $399,724,200 in Other State Funds, and $10,511,600 in Federal Funds

Allocates $333,609,800 from General Revenue Fund for entire agency operations including $248,155,500 for personal services, $26,801,800 for electronic data processing, and other operational expenses

Appropriates $1,086,281,400 for grants-in-aid to regional offices for child welfare services including foster care ($507,231,100), adoption and guardianship services ($176,720,900), family preservation services ($71,011,300), and counseling services ($29,231,300)

Funds central administration services including $36,245,600 for CCWIS Information System, $2,794,500 for child welfare improvements, and $585,900 for Attorney General representation on child welfare litigation

Takes effect July 1, 2021
