HB2694 - FY2022 Department of Human Services Appropriations

• Appropriates $8,439,042,300 total for DHS ordinary and contingent expenses for fiscal year ending June 30, 2022, comprised of $4,703,870,300 in General Funds, $1,012,497,000 in Other State Funds, and $2,722,675,000 in Federal Funds

• Funds major service programs including home services ($909.6M), mental health services ($432.3M), developmental disabilities ($1.68B), and substance abuse prevention and treatment ($280.3M)

• Appropriates $145.9M for family and community services including early intervention, youth employment programs, domestic violence services, and child care services ($828.8M from DHS Special Purposes Trust Fund)

• Establishes funding for eviction mitigation and homelessness prevention ($145M combined), rehabilitation services, and disability determination services ($93.4M)

• Takes effect July 1, 2021 and allows the Department limited reapportionment authority (1-10% depending on section) with Governor consent among specified program purposes
