Amends the Illinois Governmental Ethics Act to expand the definition of "lobbying" to include promoting or opposing the passage of legislative matters by the governing board of a unit of local government.

Prohibits state legislators from engaging in lobbying of local government units if they accept compensation specifically attributable to such lobbying.

Allows legislators to engage in lobbying without accepting compensation, which remains permitted under the law.

Establishes that violation of the lobbying compensation prohibition constitutes a Class A misdemeanor.
