Prohibits former General Assembly members from engaging in lobbying or registering as lobbyists for 2 years after leaving office.

Expands existing restrictions on procurement and regulatory decisions to include former state officers, members, and employees accepting employment from entities they had decision-making authority over within the previous year.

Restricts state officers and General Assembly members from holding ownership interests in gaming licenses, cannabis businesses, or gambling operations during their terms and for 2 years after leaving office (with limited exceptions for passive interests in publicly traded companies).

Requires state employees in positions affecting contract awards or licensing decisions to notify appropriate Inspector Generals before accepting outside employment, with the Inspector General having 10 days to determine if restrictions apply.

Establishes appeal process to Ethics Commissions for Inspector General determinations, with decisions required within 10 days or employment deemed eligible.
