Requires the Department of Human Services to increase reimbursement rates for community-based providers serving persons with intellectual and developmental disabilities to fund a minimum $2 per hour wage increase for direct support persons and other front-line personnel by July 1, 2021.

Requires the Department of Healthcare and Family Services to increase rates for ID/DD and MC/DD facilities by amounts sufficient to provide a minimum $2 per hour wage increase for non-executive front-line personnel, effective for services delivered on or after January 1, 2021.

Mandates that rate increases be allocated to wage increases for direct care staff and requires employers to certify that funds are used for direct care compensation.

Authorizes emergency rulemaking by both departments to expedite implementation of wage increase requirements, with emergency authority expiring January 1, 2026.

Takes effect immediately upon becoming law.
