• Illinois Commerce Commission must contract with an independent consultant within 90 days to analyze the costs and benefits of energy storage systems through a request for proposal process.

• The consultant must evaluate cost savings to ratepayers including energy price arbitrage, ancillary services, resource adequacy, and transmission/distribution asset deferral or substitution.

• The analysis must assess direct-cost savings to customers deploying energy storage, improved renewable energy integration, reliability and power quality improvements, and reduced greenhouse gas emissions.

• The consultant must compare the effect on retail electric rates using energy storage systems over their useful life versus non-storage alternatives over equivalent timeframes.

• The Illinois Commerce Commission must submit the completed report to the General Assembly and Governor by December 31, 2021, with the Act taking effect immediately upon passage.
