Amends the Illinois Procurement Code to exempt procurements related to renovation, restoration, rehabilitation, or rebuilding of the Quincy Veterans' Home from full Code requirements, though processes must substantially comply with specified sections.

Changes the repeal date of Section 1-35 from 3 years to 5 years after becoming law, with existing contracts remaining valid after repeal.

Adds new Section 20-170 to ensure contracts for Quincy Veterans' Home procurements executed before the repeal of the Quincy Veterans' Home Rehabilitation and Rebuilding Act continue in full force and effect after repeal.

Amends the Quincy Veterans' Home Rehabilitation and Rebuilding Act to clarify that its repeal does not affect contracts for procurements executed prior to the repeal date.

Takes effect upon becoming law.
