• Requires the Illinois Environmental Protection Agency to fully consider adverse economic, social, and environmental effects on environmental justice communities before publishing draft permits or permit renewals, with final decisions made in the best overall public interest.

• Mandates permit applicants in environmental justice communities to provide public notice to residents including the permit application, comment procedures, and a community meeting scheduled at least 30 days after notice publication.

• Grants environmental justice community residents 90 days following a community meeting to submit comments to the Agency.

• Requires permit applicants for activities sited in environmental justice communities to enter into community benefits agreements with the local government, including provisions to mitigate environmental and public health impacts.

• Applies to permits issued through the Clean Air Act Permit Program or the National Pollutant Discharge Elimination System; effective immediately upon passage.
