Permanently waives recovery or recoupment of unemployment benefits received without individual fault if the benefit year begins on or after March 8, 2020, but before the week following the end of a COVID-19 disaster period established by gubernatorial proclamation.

Prevents the Director of Employment Security from requesting the Comptroller or Secretary of the Treasury to withhold benefits in cases where permanent waiver of recovery or recoupment applies.

Applies the permanent waiver to benefits received during COVID-19 disaster periods regardless of the normal 3 or 5-year recoupment time limits that would otherwise apply.

Effective immediately upon enactment.
