Reduces expedited license processing time from 60 days to 30 days for service members and their spouses applying for occupational or professional licenses in Illinois.

Requires the Department of Financial and Professional Regulation to designate a military liaison within 180 days of January 1, 2020, to manage expedited applications and coordinate with military installation family support centers.

Eliminates requirement that licensing standards in other states be "substantially equivalent" to Illinois standards; instead applicants must only meet Illinois endorsement or reciprocity requirements for their profession.

Allows military training to be credited toward education and experience requirements if determined by the department to meet applicable licensing standards.

Permits service members and spouses who relocate from Illinois to place their license in inactive status and reactivate it within 30 days upon returning to the state.
