• Excludes electric energy efficiency programs (Section 8-103 of Public Utilities Act) and natural gas efficiency programs (Section 8-104 of Public Utilities Act) from the transfer.

• Transfers all related personnel, books, records, property, contracts, and unexpended appropriations to the Environmental Protection Agency; transferred funds must be expended only for original purposes.

• Updates references throughout Illinois statutes to reflect the Environmental Protection Agency as the responsible agency for renewable energy, solid waste management, recycling, brownfields remediation, and related programs previously under the Department of Commerce and Economic Opportunity.

• Preserves the legal status and rights of transferred employees under the Personnel Code and collective bargaining agreements; any prior acts and pending proceedings may be continued by the Environmental Protection Agency.
