Establishes Department of Public Health authority to create rules for in-person instruction at public and nonpublic schools covering personal protective equipment, cleaning, social distancing, occupancy limits, symptom screening, and isolation protocols.

Requires schools to follow Department of Public Health rules to provide in-person instruction, with enforcement shared between the Department and local public health departments.

Mandates investigation of complaints within 45 days when schools are reported as unable or unwilling to comply with health requirements.

Authorizes Department of Public Health to take enforcement actions including classroom, gym, library, and lunch room closures until violations are remedied.

Takes effect upon becoming law.
