Amends the Counties Code to authorize public defenders in counties with populations over 3,000,000 to represent noncitizens in immigration cases without fee, with county board concurrence

Limits immigration case representation to immigration courts within the county's geographical boundaries unless the county board authorizes representation outside the county

Maintains existing public defender duties for criminal cases and juvenile cases, including mandatory representation for minors under 15 during custodial interrogations in counties with full-time public defender offices

Requires law enforcement agencies in counties without full-time public defender offices to ensure minors under 15 can consult with contracted county public defender services during custodial interrogations

Public defender representation terminates at first court appearance if the minor is determined to be non-indigent
