Establishes minimum homemaker service rates of $24.96 per hour as of July 1, 2021 to sustain a $15 per hour minimum wage for direct service workers.

Requires rates in subsequent state fiscal years to be no lower than July 1, 2021 rates, with in-home service providers certifying compliance with mandated wage increases.

Prohibits reduction of fringe benefits including paid time off, training payments, health insurance, travel, and transportation in relation to the rate increases.

Effective date is July 1, 2021.
