Requires county assessors in counties with less than 3,000,000 inhabitants to appoint deputies and clerks with the advice and consent of the county board.

Shifts compensation authority for deputies and clerks from the assessor to the county board, with the county paying salaries.

Removes language allowing assessors to unilaterally determine deputy compensation paid from county treasury.

Applies to counties with less than 3,000,000 inhabitants that elect a county assessor under Section 3-45.

Takes effect immediately upon becoming law.
