Reduces the penalty for reinstating a lapsed Professional Educator License from $500 to the lesser of $100 or $10 per year the license has lapsed.

Allows lapsed licenses to be immediately reinstated by paying the reduced penalty to the State Board of Education or by completing 9 semester hours of coursework from a regionally accredited institution in a relevant content area.

Maintains existing renewal requirements including 120 hours of professional development per 5-year renewal cycle for most educators, with reduced requirements for National Board Certified teachers (60 hours) and exemptions for certain positions.

Requires the State Board of Education to send electronic notification to license holders at least 6 months before their license lapses on September 1.

Preserves special provisions for administrators requiring Illinois Administrators' Academy courses, retired educators, and educators holding current professional licenses from other state agencies or national certification boards.
