Removes requirement that temporary visitor's driver's license applicants demonstrate ineligibility to obtain a Social Security number.

Changes documentation requirement from "presence in" to "entry into" the country, requiring United States Citizenship and Immigration Services authorization.

Sets temporary visitor's driver's license validity period at 3 years for all applicants, removing the previous requirement that licenses expire when the individual's authorized stay ends, whichever is sooner.

Maintains temporary visitor's driver's licenses as invalid for proof of identity and requires the license to display a notice stating it cannot be accepted as proof of identity.

Takes effect immediately upon becoming law.
