Eliminates the January 1, 2020 expiration date for electric vehicle registration fee provisions, making changes permanent.

Electric vehicle registration fees equal the standard fee for first division motor vehicles, plus an additional $100 annual surcharge in lieu of motor fuel taxes.

$1 of the annual $100 surcharge deposited into the Secretary of State Special Services Fund, with remaining $99 deposited into the Road Fund.

Beginning in the 2023 registration year, electric vehicle owners may request to register vehicles under any qualifying registration type with an additional $100 annual flat surcharge to identify the vehicle as electric.

Secretary of State authorized to adopt rules necessary to implement the optional designation of electric vehicles starting in 2023.
