Expands the definition of "official" under the Lobbyist Registration Act to include local government officials such as mayors, trustees, board members, village managers, and other officials with discretionary authority or voting powers.

Extends the definition of "lobby" and "lobbying" to include communications with local government officials for the purpose of influencing executive, legislative, or administrative action, with specific examples including zoning matters, contract awards, grants, and procurement.

Modifies the definition of "lobbyist" to apply to anyone who undertakes to influence executive, legislative, or administrative action for either State government or a unit of local government on behalf of another person or as part of their employment duties.

Adds "Unit of local government" definition to include municipalities, counties, townships, and also school districts and community college districts.

Prohibits Illinois legislators from engaging in lobbying (as defined under the Lobbyist Registration Act) for compensation, with violations constituting a Class A misdemeanor; legislators may lobby without compensation.
