IL HB2844

Expands the definition of "representation case" to include matters before units of local government, not just State agencies.

Prohibits legislators from participating in representation cases if the State or local government is an adverse party or if the result would adversely affect State/local revenue, finances, health, safety, welfare, or tax burden of residents.

Changes the rule on close economic associations from permissive to prohibitive, blocking participation by persons with whom a legislator maintains close economic ties.

Prohibits legislators and government employees from deriving income or compensation from providing expert testimony against the interests of the State or local government in judicial or quasi-judicial proceedings.

Requires legislators to officially recuse themselves in writing from any legislative matter in which they, their spouse, or immediate family members have a financial interest.
