Lowers the minimum age to obtain a Firearm Owner's Identification (FOID) Card from 21 to 18 years old.

Allows applicants under 18 years old to obtain a FOID Card without parental consent if they are active duty members of the United States Armed Forces.

Lowers the minimum age for concealed carry licenses from 21 to 18 years old, or allows active duty U.S. Armed Forces members of any age to obtain a license.

Requires active duty military members under 18 seeking a FOID Card to annually submit proof of active duty status to the Department of State Police.

Modifies supervision requirements for firearm training, allowing those under 18 to be supervised by FOID Card holders who are at least 18 years old (previously 21).
