Amends the Higher Education Student Assistance Act to require the Illinois Student Assistance Commission to set aside 15% of total annual Monetary Award Program (MAP) grant funds specifically for students attending public community colleges in Illinois.

The 15% set-aside applies to all funds appropriated for MAP grants beginning on the effective date of this amendatory act.

Maintains all existing MAP grant eligibility requirements, including that applicants must be Illinois residents and citizens or permanent residents of the United States, and demonstrate financial need.

Takes effect immediately upon becoming law.
