Renames Section 605-1045 to Section 605-1047 in the Department of Commerce and Economic Opportunity Law regarding the Local Coronavirus Urgent Remediation Emergency (Local CURE) Support Program.

Expands the definition of "unit of local government" to include public safety answering points, 9-1-1 networks, 9-1-1 systems, 9-1-1 authorities, and other local public safety entities deemed appropriate by the Department.

Authorizes the Department to distribute federal Coronavirus Relief Fund money to eligible local governments for necessary COVID-19 related expenses incurred between March 1, 2020 and December 30, 2020 that were not in their pre-March 27, 2020 budgets.

Allocates funds to municipalities and counties based on proportionate population, excluding units located in the five Illinois counties that received direct federal allotments.

Permits the Department to hire third-party administrators, establish administrative procedures, adopt emergency rules, and use appropriated funds for program administration and staffing.
