Adds online instruction as an approved method for driver education courses under the Illinois Vehicle Code, alongside existing in-person options.

Permits the Secretary of State to allow course providers to offer driver education online if they can verify student identity and confirm course completion.

Requires course provider fees to bear a reasonable relationship to actual course costs, with the Secretary posting a list of approved providers, fees, and contact information on the Secretary of State website.

Mandates course providers collect an additional $5 per student for program administration, to be submitted to the Secretary within 14 days and deposited into the Driver Services Administration Fund.
