Illinois ratifies the Physical Therapy Licensure Compact to facilitate interstate practice of physical therapy and improve public access to services while preserving state regulatory authority through state licensure systems.

Establishes the Physical Therapy Compact Commission composed of one delegate from each member state's licensing board with powers to promulgate rules, maintain a coordinated data system, and oversee compact administration.

Grants "compact privilege" allowing licensed physical therapists and assistants from member states to practice in Illinois and other member states without obtaining separate licenses, subject to meeting eligibility requirements including no adverse actions within the previous 2 years.

Requires member states to participate fully in the Commission's data system, implement criminal background checks, utilize recognized national examinations, maintain continuing competence requirements, and report adverse actions and investigative information.

Outlines enforcement mechanisms including state oversight, dispute resolution procedures, technical assistance provisions, and authority to terminate membership for states defaulting on their compact obligations.
