Permits storage, possession, sale, and use of nonfireworks at all times throughout Illinois.

Requires nonfireworks regulation to comply with National Fire Protection Association's Code for the Manufacture, Transportation, Storage and Retail Sales of Fireworks and Pyrotechnic Articles (NFPA 1124), 2006 edition.

Defines nonfireworks as toy pistols with fewer than 20/100 grains of explosive mixture, toy guns with 25/100 grains or fewer of paper cap explosive, wood stick or wire sparklers with not more than 100 grams of pyrotechnic mixture, handheld or ground-based sparkling devices with 75 grams or fewer per tube or 500 grams or fewer total, snakes and glow worms, smoke devices, and trick noisemakers with 25/100 grains or fewer of explosive mixture.

Exempts the City of Chicago from these provisions.
